New Hampshire Governor Chris Sununu has officially signed a pro-gun privacy bill into law, making the Granite State the 17th in the nation to protect firearm purchasers’ personal information from financial institutions. House Bill 1186, championed by Representative Jason Janvrin, prohibits the use of specific merchant category codes for firearms and ammunition sales.

The legislation comes in response to the International Organization for Standardization’s 2022 approval of a distinct merchant code for firearm retailers. This code raised concerns about potential surveillance and registration of law-abiding gun owners through their financial transactions.

HB 1186 not only bans the use of these codes but also establishes civil penalties for violations. This measure aims to prevent the creation of unofficial gun registries and safeguard against potential restrictions on firearm-related purchases through financial means.

The CA Excise Tax is Now In Effect

As of July 1, 2024, California has implemented an 11% excise tax on firearms, parts, and ammunition sales, in addition to the existing 6% sales tax. This presents a significant challenge for California FFLs, who must now manage complex quarterly state payments.
