Following a lawsuit by Gun Owners of America (GOA) and the Gun Owners Foundation (GOF), New York City has adopted an emergency rule allowing nonresidents to apply for concealed carry permits.
The lawsuit, filed in February 2024, argued that nonresidents were previously denied the ability to secure permits, leaving them defenseless. This rule change aims to comply with the Supreme Court’s Bruen decision, which invalidated New York’s prior restriction requiring proof of “proper cause.”
GOA’s Erich Pratt hailed the development as a win for the millions of Americans who work or visit New York, though he warned that further legal action could follow if permit issuance remains problematic.

NRA Scores Victory Against Biden’s ATF Pistol Brace Rule
The Eighth Circuit Court of Appeals ruled in favor of the NRA and 25 states, labeling the ATF’s rule on stabilizing braces as “arbitrary and capricious.” The decision reverses an order denying the plaintiffs a preliminary injunction against the rule, which would have subjected pistols with stabilizing braces to stricter regulations under the National Firearms Act and Gun Control Act.
FPC Moves to Block Oregan’s Ban on Self-Built Firearms
The Firearms Policy Coalition (FPC) has filed a motion with the U.S. District Court of Oregon to block the state’s ban on self-built firearms. This ban prohibits individuals from manufacturing their own firearms without serial numbers, often referred to as “ghost guns.”

Massachusetts Gun Owners Repeal New Restrictions
Gun owners in Massachusetts are pursuing a referendum to repeal the state’s sweeping new gun control law, Chapter 35. The Gun Owners’ Action League (GOAL) has initiated the referendum process, which could place the question on the 2026 ballot. Petitioners must collect nearly 50,000 valid signatures by October 9th to qualify the referendum and potentially suspend the law.
