Spotlight
In a significant legal development for Second Amendment advocates, the Texas Attorney General’s Office, alongside Gun Owners of America, successfully obtained a federal court order blocking new federal firearm license requirements proposed by the Biden administration.
Critics, including Sen. John Cornyn, accused the administration of overstepping legal and constitutional boundaries with this rule.
The success continued with Texas Attorney General Ken Paxton obtaining a temporary restraining order against mandated background checks for all gun sales. The law’s suspension until June 2 allows for further hearings in the ongoing debate over gun control and Second Amendment rights.

Gun Ownership Rights Expanded to Non-Violent Felons
The Ninth Circuit Court of Appeals and the U.S. District Court for the Northern District of Illinois have extended gun ownership rights to certain non-violent felons and illegal migrants. This was influenced by the case of Steven Duarte, a non-violent felon in California, citing the 2022 Supreme Court ruling in New York State Rifle & Pistol Association, Inc. v. Bruen as a basis for allowing those who have served their sentences to own firearms.
Bill to Zero Out Tax on NFA Items
The RIFLE Act, introduced by Sen. Tom Cotton and Rep. Ashley Hinson, aims to remove the tax on firearms regulated by the National Firearms Act. “Law-abiding Americans who exercise their Second Amendment rights should not be subject to unnecessary taxes,” said Cotton. With over 7 million NFA items in circulation, the bill seeks to ease the financial burden on gun owners.
